Install the Windows Subsystem for Linux (Ubuntu), which let's you run Linux Programs on Windows 10 64 bit versions. Install Linux to a partition on your hard drive, dual boot into it, copy the civilization II folder over and run it through wine. For Linux you just need to run the game through wine, which translates windows system calls into linux system calls. For Windows I had to patch the exe's to be compatible with 64 bit operating systems with a fan-made tool that modified the exe. I have gotten Civilization II Multiplayer Gold Edition and Civilization II the original version (I really like Civilization II.) working on Windows 10 and Linux. I have the Test of Time version but I haven't tried it on my windows 10 machine.
